Description:
In crime ravaged Capital City no one is safe on the streets. Tensions between five rival gangs are at boiling point and the police are rapidly losing control. The city's Chief of Police is desperate; he has tried every conventional policing tactic he knows- but playing by the rules doesn't always get results.
